Open AI Charter

We are in the process of issuing a charter that describes the principles we use to carry out the mission of OpenAI. This document reflects the strategy we’ve revised over the past couple of years, including feedback from many internal and external people to OpenAI. AGI’s timeline remains uncertain, but our charter will guide us in working in the interests of humanity throughout its evolution.

OpenAI Mission  :

OpenAI’s mission is to ensure that artificial general intelligence (AGI) – by which we mean highly autonomous systems that outperform humans in the most economically valuable work – benefits all of humanity. We will try to build a safe and directly useful AGI, but we will also consider that our mission is achieved if our work helps others achieve this result. To this end, we adhere to the following principles:

Widely distributed benefits

We commit to using whatever impact we get on the deployment of AGI to ensure that it is used for the benefit of all, and to avoid enabling uses of artificial intelligence or AGI that harm humanity or improperly concentrate power.

Our primary fiduciary duty is humanity. We anticipate the need to mobilize significant resources to achieve our mission, but we will always work hard to minimize conflicts of interest between our employees and stakeholders that may jeopardize the broad benefit.

Long-term safety

We are committed to conducting the research required to make AGI safe, and driving widespread adoption of such research across society.

We are concerned about the late stage of AGI development turning into a competitive race without time to take adequate safety precautions. Therefore, if a project aligned with value and safety awareness approaches building AGI before we do so, we commit to stop competing with that project and start helping it. We will work out the details in case-by-case agreements, but a typical requirement may be “a better chance of success in the next two years”.

Technical Leadership

To be effective in addressing the impact of general AI on society, OpenAI must be at the forefront of AI capabilities – advocating for policy and safety alone will not be enough.

We believe that AI will have a broad societal impact ahead of AGI, and we will strive to lead in those areas that are directly aligned with our mission and expertise.

Collaborative orientation

We will actively collaborate with other research and policy institutions; seeking to create a global community that works together to address the global challenges faced by AGI.

We are committed to providing public goods that help the community navigate the road to AGI. That day includes publishing most of our AI research, but we expect safety and security concerns to reduce our traditional publication in the future, while increasing the importance of sharing safety, policy, and standards research.
